Joshua I. Davis, 37, Cottage Grove, was charged on May 18 in Dakota County District Court with felony-controlled substance crime in the fifth-degree possession.

On July 8, 2022, during a traffic stop in South Saint Paul for expired tabs, officers noticed an odor of marijuana emitting from the vehicle. A search of the vehicle, driver and passenger was conducted based on the odor.

During a pat search for weapons on the passenger, Davis, a glass pipe was found. According to the complaint, it was also determined that Davis had an active warrant for his arrest. During a search of the vehicle, a baggie containing a white crystalline substance was located on the passenger side.

Davis was transported to the Dakota County Jail in Hastings, where after being read his Miranda Rights, admitted the baggie on the floor and the pipe found on him were his. Davis claimed he planned to throw away the baggie before it was confiscated and that it had been about a week since he had used anything from it. He also admitted to setting the baggie on the floor next to him when they were being pulled over.

The baggie was tested by the Dakota County Drug Task Force, yielding a positive result for methamphetamine with a net weight of 0.31 grams. A court summons was issued.
