December 28, 2:55 to 2:59 p.m., Jason Xiong, 26, of Minneapolis, Xong Yang, 24, of St. Paul, and Xou Thao, 33, of Brooklyn Park were cited for theft. In addition, Thao was cited for possession of other, dangerous weapon.
December 28, 4:41 p.m., Gary Paananen, 51, Cottage Grove was arrested for an outstanding warrant.
