New housing permits brisk in February

There’s a lot of residential building underway in Cottage Grove and much more to come.

At last Monday night’s Cottage Grove Plan Commission meeting, City Councilmember Steve Dennis reported that February was a busy month.

“We have a great pace of new home permits,” he said, noting that 34 were received last month. “That’s way above the normal curve. It’s great to see that happen.”

The commission went on to give its recommendation to preliminary plans for Cardinal Reserve.

A developer plans to bring “villa style” homes to the north end of Cottage Grove, bordering Woodbury.

Cardinal Reserve would feature 55 homes on 22.16 acres of land located on Military Road near Jamaica Avenue. The plan commission unanimously recommended a zoning change from the current agricultural preservation to single-family residential with a Planned Unit Development. The matter moves to the city council at its March 17 meeting for final approval.

The land currently contains two single-family homes that will be removed. The Northwick Park single-family development is to the east of this proposal, with farmland to the west, and Woodbury to the north. Housing Permit

On Feb. 16, a neighborhood meeting via Zoom was held, where developer Tom Winer went over the project.

The developer indicated that many trees will be preserved on the site.

“We’re trying to preserve as many trees as we can,” said Wiener.

Wiener, of Cardinal Crossings Development, told commissioners that Cardinal Reserve will be similar to other developments the family-owned firm has underway in the Twin Cities area, including in Woodbury.

“About 15-16 years ago, we started doing the villa- type development, the empty-nester development,” he said. “We’re excited to do it.”

“We’re excited about coming to Cottage Grove,” he said.

Homes will range from 1,500-1,700 square feet on the main floor and will include basements, most of which would be walkout or lookout.

Prices are proposed to start in the low 400,000-range.

A homeowner’s association is proposed for the development and will be responsible for yard maintenance and snow removal.

The zoning and preliminary plat now move to the city council.
