Washington County celebrates opening of Central Service and License Center in Woodbury

Washington County celebrated a major milestone this week with the opening of its new Central Service and License Center in Woodbury — a modern facility designed to bring more services under one roof, improve accessibility, and support a sustainable future.
The center opened to the public Monday, Aug. 25, and county leaders joined with local officials on Tuesday, Aug. 26, for a ribbon-cutting ceremony to mark the occasion. Speakers included Washington County Commissioner and Board Chair Stan Karwoski (District 2), Woodbury Mayor Anne Burt, and Washington County Property Records and Taxpayer Services Director Amy Stenftenagel.
“This new center represents more than a new facility — it’s a reflection of what it means to be rooted in connection,” said Commissioner Karwoski. “The Central Service and License Center will make county services more accessible, responsive, and connected to the lives of the people we serve.”
The speakers expressed appreciation for the county staff who led the project, for the support and cooperation of city leaders, and for project partners Alliiance, Kraus-Anderson Construction Company, and the Ramsey-Washington Metro Watershed District.
The Central Service and License Center, located at 1261 Woodlane Drive, replaces the county’s former service center on Radio Drive, which closed Aug. 22. Planning for the new facility began in 2018, when the county identified the need to replace the aging service center with a modern space that could better meet the needs of people in the central portion of the county.
At the new center, community members can access an expanded range of services, including:
• Licensing services such as motor vehicle registration, driver’s licenses, state IDs, and passports.
• Human services, including crisis intervention, financial support, and veteran services.
• CareerForce workforce development services.
• Public health clinic and Women, Infants, and Children (WIC) services.
• Election services.
• Property taxes and homesteading.
• Household medication disposal drop box.
WIC and immunization services will begin in early September. WIC appointments can be made now by calling 651-430-6658. Immunization appointments can be scheduled at WashingtonCountyMN.gov/Immunizations or by calling 651-430-4036.
Sustainability was a key focus in the design of the Central Service and License Center. It is the first county facility to feature a rooftop solar photovoltaic array and will provide electric vehicle charging stations in the parking lot. The building also incorporates sustainable construction materials, stormwater management systems, and efficient indoor air and lighting systems.
Accessibility was another top priority. The facility is located near major transportation connections, including the eastern terminus of the new METRO Gold Line Bus Rapid Transit line, Metro Transit bus routes 323 and 325, Metro micro shared ride service, the Woodlane Drive Station Park & Ride conveniently located near Interstate 494 and Valley Creek Road.
Construction began in the summer of 2024. The project budget was $30.5 million and was completed under budget by over $1 million. The project was funded through county bonds and capital investment funds.
The Central Service and License Center is proof that through intentional planning and listening to our communities, the county can deliver spaces that reflect both who we are and where we’re going. This is what it means to be Rooted in Connection, Growing with Direction.
