Development across area brings new opportunities for local residents

Modern Cottage Grove started in earnest in the mid to late 1950s, and things haven’t slowed much since.
Now well past the 833 residents that once called the area home when it was a township, the market for lodging continues, and developers are responding.
Here are just some of many local housing options, whether done, proposed or in progress.

Bailey Farm Business Park and Bailey Road Apartments
Still in process at present, the Bailey Farm Business Park and Bailey Road Apartments is a new development proposed off Bailey road in Newport. The concept plan for Bailey Farm Business Park will be presented Friday, July 18 at 5:30 p.m. in Newport, following a public hearing June 11. Developed by United Properties, the larger project encompasses a roughly 36-acre site located on the Newport-Maplewood-Woodbury border and would include a mandatory Environmental Assessment Worksheet (EAW) prior to any development on the site. Currently guided as mixed use for future land use on the Newport end, the site proposal calls for a multistory 172-unit apartment building totaling 247,094 square feet along with a Kwik Trip on site.

Bluestem by Trellis
Made possible with project based rent assistance, the new Bluestem Apartments located across from the Park Grove Library held their grand opening earlier this spring, offering those aged 62 and older a place to call home as they enter retirement.
The new three story housing development is currently accepting applications for one bedroom prairie rose studio apartments, with square footage of 466 square feet for the one bathroom apartments. Successful applicants requiring an income at or below 30 percent of the Area Median Income (AMI), as occupancy and income restrictions apply. Cherrywood
Coming soon at Newport, Cherrywood is a new single family home development located across the municipal border from Cherry Meadow in Woodbury.
Developed by Twin Cities Land Development and just 20 minutes from down Saint Paul, Cherrywood promises a 117-unit residential subdivision, the Newport Council approving plans in October of last year. Perks of Cherrywood include low maintenance living with lawn and snow removal included, as well as excellent highway access to both Highway 10 and Interstate 494, scenic surroundings, and top rated schools, including East Ridge High School, Oltman Middle School, and Newport Elementary School.
Immediate access to the peaceful hilltop neighborhood in east Newport wil be from the north along Century Avenue, a connection between Century Avenue and 65th Street South closed off last year.

Geneva Meadows
New single family homes could soon be coming to new development called Geneva Meadows could soon be coming to St. Paul Park.
Contained in the Council packet agenda for June 16 after a public hearing in May by the Plan Commission, the proposed 61 lot development by Lennar would be located south of Summit and Ashland Avenues, just across the municipal border from Cottage Grove.
The site as existing is used in part for a farm field, while the rest is wooded. The proposed Geneva Meadows development would encompass approximately 30 acres and extend both Lincoln and Summit Avenues south into the property. Currently zoned R-1 for Low Density Single Family, the site allows for single family homes. A preliminary plat was approved at the June 16 St. Paul Park Council meeting, advancing the process forward for new homes in St. Paul Park.

Hawthorne Homes
For those looking for a single family home in in Cottage Grove, meanwhile, the Hawthorne Homes neighborhood located just across from Oltman off 65th Street South offers open green space, walking trails, and inclusion in the East Ridge High School attendance area. Every new home at Hawthorne is pre-wired for connectivity and comes complete with smart home features. Options for Hawthorne include Inspiration, starting at $442,000 with 1,893 plus square feet, as well as Expressions, starting at $525,990 with 2,376 plus square feet.
Included in the inspiration home series at Hawthorne is Oakdale (three bed, 2.5 bath, two car garage and 1,893 plus square feet), Crisfield (three bed, 2.5 bath, two car garage and 2,126 square feet), Aspire (four beds, 2.5 baths, two car garage and 2,265 square feet, Hampton (four beds, 2.5 baths, two car garage and 2,606 plus square feet), and the Mitchell (four bed, 2.5 baths, two car garage and 3,020 plus square feet).

Hinton Woods
For those looking for a townhome experience, meanwhile, Hinton Woods Express can be accessed off Hinton Avenue South, just past the intersection with 65th Street South. With three story townhomes starting at $354,990, Hinton Woods Express offers residents three bedrooms and 2.5 baths with a two car garage, square footage from 1,687 square feet. Among the many perks of choosing Hinton Woods Express is an HOA, meaning no yard maintenance or snow removal! Bike paths connect the neighborhood with nearby Cottage Grove Elementary and Oltman Middle School, while high schoolers attend East Ridge High School, located just down the road in Woodbury.

Lochridge
Taking shape on Jamaica Avenue, the new Lochridge development north of 70th Street South promises 99 single family residential lots and 84 townhome lots once completed, the development by Pulte set to take firmer shape as 2025 rolls into 2026, with construction and grading equipment already on site.

Ravine Crossing
Also included with single family home options, Ravine Crossing is located off 90th Street South, just east of Keats Avenue. The new neighborhood developed by Tamarack and built by D.R. Horton boasts 79 homes in total, the Express Series starting from $499,900. Among the offerings at Ravine Crossing are four and five bedroom homes ranging from three to three and a half baths, along with a three car garage. The site boasts nearby convenient access to U.S. Highway 10 as well as both Woodridge Park and Ravine Regional Park. Nearby schools for Ravine Crossing include Armstrong Elementary, Cottage Grove Middle School, and Park High School.

Red Rock Square III
Still in the concept phase and due to be considered July 8 by the Newport Plan Commission, Red Rock Square III would be a multi-story apartment building located east of the Red Rock Square II development and north of Newport Transit Center would be built by MWF Properties. The land where the complex is proposed is currently owned by the Washington County Regional Railroad Authority. Plans for Red Rock Square III call for a four story apartment building with 80 to 110 units, with common area amenities on the proposed site including underground parking, a fitness center, community room, secure package room, bicycle storage, and one-site property management and staff.
The proposed housing would be affordable to residents with maximum rents based on 60 percent AMI. One bedrooms would start at $1,346, two bedrooms at $1,610, and three bedrooms at $1,857. No development schedule has been determined at this time for Red Rock Square III, as the apartments are dependent on market and financing conditions.

Yellow Tree
Proposed for Cottage Grove but contingent on state funding for completion, the Yellow Tree Apartments near Camel’s Hump would offer a 160-unit apartment building development and cost $40.8 million to develop, the developer asking for 15 years of tax abatement to make it possible, as the project is ineligible for Tax Increment Finance (TIF) funds.

With options to choose from and more on the way, housing continues to rise across South Washington County.
