“It is issued by the city as a conduit between the borrower and the lender,” she said explaining the term and its meaning. “In this case the borrower is Real Estate Equities, so we act as that conduit.” Last undertaken for the Legends of Cottage Grove, the finance tool allows for projects that might not otherwise be possible. The conduit debt does not affect the city’s credit or statutory maximum to issue debt, nor does it cost the city anything, as the city merely acts as a conduit between issuer and borrower.

Beck announces campaign for Minnesota House 41B
William Beck announced Monday that he is running for the Minnesota House of Representatives in District 41B, which includes Cottage Grove, Hastings, Denmark Township, and Nininger Township.
Beck works as a lab technician and manager, serves on a charter school board, and has experience as both an educator and a church youth leader. He and his wife, Mya, are raising their two children in Hastings. Their oldest was born with Down syndrome, an experience that has given their family a deep appreciation for the challenges many Minnesotans face and the importance of ensuring that every person has the opportunity to thrive.
“I am running because Minnesotans saw an $11 billion tax increase over the last two years, on top of rising local and property taxes,” Beck said. “Politicians in St. Paul have no right to demand more tax dollars when the U.S. Attorney for Minnesota estimates $1 billion was lost to fraudulent schemes.”

Cities explain street replacement project costs
Roads are infrastructure, and sometimes they pass through neighborhoods. With several city based road projects planned and in progress across South Washington County this year, the question is raised: how does each city determine special assessments and how do these compare with each other?
As to determining assessments, this is done according to set procedures and a general cost structure, split between municipality and residents. As to comparisons by city, read on.
Starting with city-based improvements in Cottage Grove, special assessments are governed by the Infrastructure Maintenance Task Force Special Assessment Policy For Public Improvements, made effective on September 30, 2005 and last revised October 31, 2023.
Among 2025 Cottage Grove road projects that are city based and subject to the above policy are a mill and overlay projects on Hardwood Avenue from 80th Street to 70th Street, as well as those for the Timber Ridge and Pine Arbor Neighborhoods north of 70th Street. Also included in 2025 city-based projects for Cottage Grove are a pavement management project in the Hidden Valley neighborhood as well as rehabilitation of 80th Street. An intersection improvement project for Keats Avenue and 80th Street is county based and subject to different funding.

Moving forward and pending road damage results, the city of Cottage Grove would be responsible for repairs. The agreement also covers regular road maintenance including shoulders and crackfilling, construction traffic using the portion of Grey Cloud Trail outside Cottage Grove for site access due to low bridge clearance elsewhere. St. Paul Park shares Grey Cloud Trail 50-50 with adjacent municipalities, the boundary going down from the Y with County Road 75 to the corner.

Nelson Backwater Mine proposal questioned by Friends of Mississippi River
A long time ago on a river gone by, Grey Cloud Island and the surrounding area was drier than it is today. Baldwin Lake and the area off Lower Grey Cloud Island to the southeast were above water, as were separate islands at the mouth of what is now Grey Cloud Slough.
Later on, after the Lock and Dam System came, water levels rose and submerged what was dry land off Lower Grey Cloud Island, to the southwest and southeast.
Later still, in the 1950s, a mine came to the unsubmerged part of Lower Grey Cloud Island, located inland from the river and providing the region with sand and gravel. That same mine is expected to soon be exhausted for resources, leading to a proposal to move mining operations into what was once dry land, but now lies beneath the Mississippi River.
Not everyone is on board with the mine, however. Friends of the Mississippi River (FMR) Land Use & Planning Program Director Colleen O’Connor Toberman said the same concerns remain on the Nelson Backwater Mine as have been expressed previously by the group.
“As far as I'm aware, Minnesota has never allowed a mine in the Mississippi riverbed,” O’ Connor Toberman said. “If this proposed mine does indeed open eventually, it would be the only mine of its kind in the state.”

Gary Spooner retires from Santa role
Health issues attributed to move after 55 years, Spooner lauded by Chamber
Local Cottage Grove Santa Gary Spooner is retiring.
Shared on Facebook and in an email letter from the Cottage Grove Area Chamber to members Oct. 14, Spooner laid out the reasons for his retirement:
“This letter is to announce my retirement as a Santa performer,” Spooner wrote. “I have been a professional Santa for 55 years and due to some health issues, I have to give up a career that I have enjoyed for all those years.
“For those who have contacted me for an appearance this coming Christmas Season, email or call me and I will find a replacement. My son-in-law, Eric Williams, is also an insured professional Santa and may have openings in his schedule.
“Nothing I have done in my lifetime has been more satisfying than being invited to a Christmas or Holiday event be it corporate, family, daycare, Santa breakfast or photo shoot. I will certainly miss all of the parties I have attended.
“I have been given a gift of white hair and beard at an early age and took the opportunity to have fun that has given me years of enjoyment. I was lucky enough to appear in two movies and numerous television newscasts and programs. Having thousands of little children on my lap asking for gifts for themselves, siblings and other members of their families is something that will warm my heart till the day I die. I feel I got more out of it than I had ever given.
“I will share some of the stories during the Holiday Season, via email or Facebook.
I truly THANK YOU ALL, for all you have done for me and accepted my desire to entertain and make the Christmas/Holiday Season more enjoyable. I only wish I had a copy of all the pictures that were taken over the past 55 years.
“Love to all of you and MERRY CHRISTMAS,
“Santa Spoons (AKA Gary Spooner)”
The Cottage Grove Chamber Board of Directors responded to the announcement with praise of Spooner as an inspiration for his years of dedication.
“Santa Gary, you are an inspiration to all who know you!” it said. “Thank you for your years of dedication to your profession, this Chamber and our communities!”…Now officially retired from his role as Santa, Spooner leaves a void to fill in Cottage Grove. His advice to the next Santa?
“Be friendly and loving,” he said. “Don’t scare the kids and develop an act that will entertain everybody.”

Council determines Final EIS 'adequate' for Nelson backwater mine
Residents, Friends of Mississippi River challenge council in open forum
The Cottage Grove Council met Wednesday, Nov. 5 in the St. Croix Room at city hall.
Chief among items on the agenda was the determination of Final EIS adequacy for the Nelson backwater mine, a proposed riverbed mine off Lower Grey Cloud Island.
Determined as 'adequate' and passed as part of consent agenda, by the council, the council’s determination Wednesday did not go unchallenged by others.
Among those speaking during open forum on the matter were seven local residents and Whitney Clark, executive director for Friends of the Mississippi River (FMR). While most of the local residents were from River Acres and live next to the mine, raising environmental concerns, Clark challenged the legality of the Final EIS document.
"The proposed project is not legal," Clark said. "City and state regulations ban mining in shoreline areas within the Mississippi River Corridor Critical Area. The city claims those rules somehow don't apply to the Nelson Mine, but they do. The city's own shoreline mining ban very clearly applies to expansions of existing mines such as this one. The language in the city's ordinance is clear."
Clark stated the city argued that mining privileges were grandfathered in, before telling them it would be "illegal" to approve an environmental impact statement with "factual inaccuracies.” Mining began on Lower Grey Cloud in the 1950s, prior to Cottage Grove’s incorporation as a city.
"It is illegal to approve an EIS with such factual inaccuracies," Clark told the city, calling on the city to halt the EIS process until deficiencies were addressed…Following open forum comment Bailey read a statement laying out the city's own position on the matter of the proposed backwater mine.
"The city, since Day 1, has taken our role as the responsible government unit (RGU) to gather potential impacts very seriously," he said. "This action tonight does not permit the project. It is specific to the adequacy determination of the final EIS. " Stating that the city had worked with a host of experts and specialists, including "hydrologists, ecologists, noise specialists, geologists, and engineers,” Bailey said the city's role was limited to information gathering.
"Our role was to gather the potential impacts of this proposed project and we did that," he said.
Cottage Grove Council member David Thiede asked a question of City Administrator Jennifer Levitt prior to voting.
"Will this come before the council again before it's allowed?" he asked of the proposed mine. Levitt replied that it would, the city being the final permitting agency to allow the mine to go forward after it makes its way through state and federal agencies.
The final EIS adequacy then passed unanimously as item S in the consent agenda, motion to approve consent made by Council Member Justin Olsen and seconded by Council Member David Clausen.
The Minnesota Department of Health currently maintains a "do not eat" to "one serving a month" fish consumption advisory for the Mississippi from Ford Dam to Hastings Pool 2, noting mercury, PCBs, and PFAs (PFOS) in its reasoning on the matter.

As for School District 833 in South Washington County, the winners are Elizabeth Bockman Eckberg, Katie Schwartz, Louise Hinz, and Sharon Van Leer.

County seeks $2 million in state aid for trail lights
Funding also sought for 100th Street realignment in south Cottage Grove
The 100th Avenue alignment in Cottage Grove may or may not soon come to fruition, pending the outcome of a request for legislative funding support from the Minnesota House of Representatives.
“Thank you to the Minnesota House of Representatives bonding committee stop in Cottage Grove Friday!” Mayor Myron Bailey shared recently on social media. “Asking for legislative funding support to put trail lighting at the Cottage Grove Ravine Park. Well received by the committee! Thank you to Representative Wayne Johnson for setting up the tour.”
Local mayors weigh in on ambulance service
Cottage Grove EMS said to operate at deficit, mutual aid relationship also touched on
An ongoing ambulance service discussion between local governments broke open last week on social media, leading to comments, views, and uncertainty on the part of residents potentially impacted by it.
The online conversation continued one that had been going on the past few months between the independent but mutually intertwined governments of Cottage Grove, Newport, St. Paul Park and Grey Cloud Island Township regarding ambulance service, provided by the City of Cottage Grove to the others.
Said by Cottage Grove Mayor Myron Bailey to be operating at a deficit, the ambulance service models relies on a primary service area (PSA) ambulance provider having a service monopoly, balanced in turn by the guarantee of access for others. A total of 26 PSAs cover the Twin Cities Metro area, with other local or nearby providers including Woodbury Public Safety, MHealth Fairview, Lakeview, and Allina Health EMS

Federal shutdown delays Larson Quarry EIS completion
The Environmental Impact Statement (EIS) for Larson Quarry in Grey Cloud Township is still in process, affected by the federal government shutdown. The Larson Quarry EIS comes as Amrize Midwest Inc. seeks to expand the present Larson Quarry dating to 1957 to an adjacent 148-acre property it owns on the east side of County Road 75 in Grey Cloud Township.
No change in quarry operations or production levels is being proposed for the 68-year old limestone quarry, expansion as proposed extending the life of the mine by 20-25 years.
The Larson Quarry EIS is being overseen by Washington County, an earlier scoping decision document outlining EIS objectives published in June to the county website.
Washington County Planning Director Lyssa Leitner sharing the following EIS update when contacted.
“We do not have a date on when the Larson Quarry EIS will be available for review, she said. “Coordination needs to occur with the National Park Service and multiple state agencies before the EIS is drafted. The federal shutdown delayed our coordination with the Park Service.”
Pending consolation with the relevant agencies, a Draft EIS for the Larson Quarry expansion could be ready by Spring 2026.

Council approves final 2026 property tax levy
Public hearing held for improvements for 80th Street South
Cottage Grove has a new property tax levy, approved at the Wednesday, Dec. 3 city council meeting.
Allowing a time for public comment prior to enactment, the new 2026 property tax levy was set at
$30,027,500 for the combined property tax levy, with the average median homeowner in Cottage Grove (defined as a home with $369,400 market value) seeing an annual increase from 2025 of $136 or thirty seven cents per day, with total annual city taxes of $1,418, following the decertification of a TIF District at the Dec. 2, 2025 Economic Development Authority meeting.
“These property tax statements that arrived in November, they will actually decrease, because of the decertification of that TIF District,” Cottage Grove Finance Director Brenda Malinowski said. “When a TIF District decertifies, those taxes that are being captured for that development are then put back on the property tax levy. Because of the action that happened that night, those taxes will go down,” after initially being set at $1,435 in annual city taxes.

Park girls skate to 2-0 win over Forest Lake

The Wolfpack took down visiting Forest Lake for the second time this season, winning 2-0 in a game at Cottage Grove Ice Arena that wasn’t decided until the final minutes.
“They played defense first,” said Park head coach Evan Ziegler. “We’ve been working really hard with trying to protect our goalie, protect the house in front of our goalie and just play solid team defense and we did that first tonight and that’s what got us the victory.”

Winter safety for children and parents
Children and Snow Cleanup can be EXTREMELY DANGEROUS!
Please remind children not to play in snowbanks near roadways or in large piles on any property—including your own. When a plow comes through, the results can be tragic.
Winter storms often create a fun, magical landscape for kids. Snowbanks made by plow trucks can look like perfect forts, caves, or mini sledding hills. However, playing in or near these piles, especially close to city streets, is extremely unsafe.
Plow operators may not be able to see a child hidden in a snowbank, and the consequences can be fatal.
Help us keep everyone safe this winter.
Please talk with your children—and share this reminder with other parents. Safety comes first!

Cardboard Recycling
Did you purchase any large gifts this year? Many of those TVs, gaming consoles, appliances, and other expensive gifts come in big cardboard boxes, but leaving those boxes by your recycling and garbage bins can give potential thieves an idea of which homes to target for criminal activity in the future.
We have partnered with Tennis Sanitation, LLC and the Cottage Grove Public Safety Board to offer a recycling dumpster at the Cottage Grove Central Fire Station. The recycling dumpster will be on site starting TODAY.
Important Reminders:
• We are only accepting cardboard boxes.
• All boxes must be broken down first.
