Dustin Spencer Casey, 49, Saint Paul Park, was charged Dec. 28 with felony fleeing a peace officer in a motor vehicle resulting in substantial bodily harm, felony theft motor vehicle use without consent, and fleeing a peace officer in a motor vehicle.
On Oct. 14, 2021, officers attempted to stop a vehicle for traffic violations near the intersection of Rahncliff Court and Cliff Road in the city of Eagan. The driver, Casey, did not stop but instead increased his speed and darted back into the lane of travel on eastbound Cliff Road. The officers activated their sirens and followed Casey northbound onto Interstate 35E. Police noted that Casey’s vehicle was passing cars on the shoulder and weaving in and out of traffic at high speeds. Officers chose to turn off their lights and sirens as they continued their pursuit. They lost sight of Casey until exiting onto Pilot Knob Road, where they saw a three-vehicle accident including the vehicle Casey was driving.
Witnesses told officers that Casey sped past vehicles on the off-ramp, crashing into three vehicles stopped at the top of the ramp and then fled by foot to a nearby store. Officers located Casey in the nearby store. He had taken a sweatshirt in hopes of disguising his appearance. Once Casey was identified, the officers learned he had several warrants for his arrest. During the investigation of the incident, officers learned that the vehicle Casey was driving was stolen out of Montgomery from a man who knew Casey but had not given him permission to drive his vehicle.
When officers followed up with the crash victims, they found that all three victims sought medical treatment and according to the complaint, one victim “was diagnosed with pain and severely limited range of motion in her neck as well as intermittent numbness in her arms and fingertip due to Casey crashing into her vehicle.” The officers followed up with that same victim on Jan. 11, 2022 and learned she had been unable to work due to the injuries she sustained in that crash. Casey was booked into the Hennepin County Jail.
